_v_l_a_n__a_l_i_v_e determines whether a VLAN transmitter is connected to the
serial port specified by _s_e_r_i_a_l__d_e_v. If _s_e_r_i_a_l__d_e_v is not specified the
defualt serial port, /dev/ttyd2 (port 2), is used. If a VLAN transmitter
is connected, it's network format (ie. NTSC or PAL) is determined. A
message is printed on _s_t_d_e_r_r indicating the status of the VLAN
controller. In addition, the exit status code indicates the controller
status. If the ----qqqq option is specified, no message is printed and only
the exit status is returned.
